TAA Compliance

What is TAA compliance and why does it matter for federal hardware purchases?

The Trade Agreements Act of 1979 requires that products purchased by the federal government be manufactured in the United States or a TAA-designated country. Compliance is determined by where a product was substantially transformed, not simply where it was assembled. Most federal IT hardware acquisitions above the micro-purchase threshold are subject to this requirement under FAR Subpart 25.4.

Request a Manufacturer’s Certificate of Compliance and country of origin documentation before issuing a purchase order. Do not accept a verbal or written assertion of compliance without supporting documentation, since country of origin for individual components can differ from the final assembly location. 

Countries explicitly excluded from TAA compliance include China, Russia, India, Malaysia, and Thailand, among others. A substantial portion of global semiconductor and electronics manufacturing occurs in excluded countries, which means hardware can appear domestic while containing non-compliant components.

Contract Vehicles

What is the difference between GSA Schedule and NASA SEWP V?

GSA Schedule is the broadest federal contract vehicle, available to all federal agencies and eligible state and local governments under Cooperative Purchasing. NASA SEWP V is particularly well suited to high-value IT product procurements with a strong focus on current technology across all federal agencies. Most civilian agency AI hardware procurements can use either vehicle, while defense-specific acquisitions often use ITES-4H, ADMC 3, or 2GIT.

State and local governments can purchase IT and security-related products through GSA Schedule under the Cooperative Purchasing program, though this authority does not extend to all Schedule categories. Procurement officers should verify eligibility for their specific purchase category before initiating a GSA Schedule order.

Workload Assessment & Hardware Selection

How do I determine the right hardware configuration for my AI workload?

Start by identifying the workload category: inference, fine-tuning, training, or scientific simulation. Each has different requirements for GPU memory, processor core count, precision level, and storage throughput. A workload assessment conducted before procurement prevents the underspecification errors that drive the highest total cost of ownership.

Requirements vary by workload. Inference workloads typically need 64GB or more of VRAM, fine-tuning workloads often require 128GB or more, and training workloads can require 256GB or more depending on model size. Scientific simulation workloads have separate requirements driven by FP64 precision needs rather than VRAM alone.

Inference workloads prioritize throughput and low latency with moderate memory requirements. Training workloads require significantly higher GPU compute density, larger memory configurations, and more robust storage and interconnect infrastructure to support the sustained, intensive computation that training from scratch demands.

Total Cost of Ownership

Why does purchase price alone give a misleading picture of AI infrastructure cost?

Purchase price captures only the acquisition cost. Total cost of ownership includes power consumption, cooling, maintenance, personnel training, and end-of-life disposal, which together can add 40 to 60 percent or more to the initial hardware cost over the system’s service life. High-density AI hardware is particularly susceptible to this gap due to substantial power and cooling requirements.

High-density AI servers can draw 10 kilowatts or more under sustained load. Over a multi-year service life, power costs for high-utilization AI infrastructure can approach or exceed the original hardware purchase price.

Security & Compliance

What does OMB M-22-09 require for federal AI hardware

OMB M-22-09 establishes the federal Zero Trust Architecture mandate, including device-level requirements for complete inventory and the ability to prevent, detect, and respond to incidents. This requires hardware supporting TPM-based attestation, secure boot, and firmware integrity verification, not just software-layer security controls. 

NIST SP 800-223 establishes a zone-based reference security architecture specifically designed for HPC environments, dividing systems into Access, Management, Computing, and Data Storage zones with distinct security requirements for each. Its companion publication, SP 800-234, provides the practical control implementation guidance, and both apply directly to federal AI infrastructure given its architectural similarity to traditional HPC systems.

The Risk Management Framework is the federal process for assessing, authorizing, and monitoring the security of federal information systems, including AI infrastructure. AI systems introduce specific RMF considerations around model behavior, training data provenance, and output validation that traditional IT systems do not require, and procurement officers should engage their agency’s Authorizing Official early in the planning process.

Is EPEAT registration required for federal IT purchases?

FAR Subpart 23.7 requires federal agencies to procure environmentally preferable products, including EPEAT-registered electronics where EPEAT standards exist for the applicable category. Procurement officers should treat EPEAT registration as a required evaluation criterion for covered products.

EPEAT Climate+ builds on the EPEAT Gold tier with additional, more rigorous criteria focused on greenhouse gas emissions reduction and supply chain transparency, representing a higher sustainability bar than EPEAT Gold alone.
